Ministry of Culture :

Ministry of Culture will be the nodal agency for implementation of the objectives of National Mission on Libraries.

High Level Committee (HLC):

Function :

High Level Committee is the supreme policy making body of National Mission on Libraries and would deal with all important matters relating to policy and finances. HLC will be responsible for framing of policy guidelines for Schemes and projects of  NLM.  HLC will prepare long term plans and strategies for development of library sector and  advise the Government of India  and also State Governments / U.T. Administration on all library and information sector matters of national importance. HLC will Coordinate with stakeholder Ministries such as the Ministry of Culture, Ministry of Human Resource Development, Ministry of Information Technology, Department of Panchayati Raj,  Raja Rammohun Roy Library Foundation (RRRLF) etc., to ensure effective implementation and management of the post-implementation scenario. HLC will be responsible for taking necessary measure towards furtherance of the objectives laid down in the  notification No. 18-4/2009-Lib (Pt.) of Ministry of Culture, Government of India.

HLC will be assisted by Finance Committee, Project Management Unit (PMU),  Implementing Agencies e.g. RRRLF, Technical Partner, State Authorities, Task Force  and other Stake Holders for effective implementation of the objectives of National Mission on Libraries.

Tenure of HLC :

The tenure of the National Mission on Libraries is three years.

Finance Committee :

Finance Committee will be responsible for management of financial affairs of the National Mission on Libraries. It would recommend on matters pertaining to finances and also on deliverables/ timelines to be achieved.

  2. Joint Secretary, MOC - Member
  3. Director General, RRRLF - Member
  4. Mission Director -  Member Secretary

Project Management Unit ( PMU) :

Project Management Unit (PMU) will be responsible for implementation of Projects, Schemes and Administrative affairs of National Mission on Libraries. It would be the sole body responsible and accountable for the entire operationalisation of the Mission mode projects.

Composition :

  2. Representative, MHRD - Member
  3. Director (Lib), MOC - Members
  4. Deputy Secretary (Finance) - Member
  5. Director General, RRRLF – Member
  6. Representative of Technical Partner – Member
  7. Representative of NKN - Member
  8. Representative of NIC  (not below the rank of DDG / Sr. Technical Director to be nominated by DG, NIC) - Member
  9. Technical Director, NML - Member Secretary
  10. PMU may co-opt such persons who have special expertise relevant to the purpose of NML.

Raja Rammohun Roy Library Foundation(RRRLF)

RRRLF will be the main executing agency for upgradation of existing libraries and Setting-up of Model Libraries, Capacity Building and Survey of Libraries or any other projects/Schemes of NML as decided by HLC/PMU from time to time.  DG, RRRLF will officiate as Mission Director till a Mission Director is appointed. RRRLF may also consider having a technical partner for capacity building.

Technical Partner :

Technical Partner will be responsible for Design, Content Creation & Updation and Management of  System & Services of National Virtual Library of India as per approved Request For Proposal (RFP)  and approved System Requirement Specification (SRS). Technical Partner will also be responsible for providing Information Services envisaged by NML. The Technical Partner would be responsible for all technical matters relating to NVLI.

Ministries/ Govt. Departments / Institutions :

Partnership and Collaboration with various Ministries/ Departments/ Institutions like Ministry of Social Justice and Empowerment, Department of Higher Education, Ministry of HRD, Department of Panchayati Raj , Libraries / Institutions under Ministry of Culture etc.  for effective implementation of the projects.

State Authorities & U.T. Administrations

State Authorities/ U.T. Administrations will be responsible for Selection of Libraries to be assisted under NML projects. While recommending the names of Libraries, the State Governments/ U.T. Administrations must ensure  human resource requirement  for management of  the Library and NML will not bear any cost for human resource. State Authorities will actively monitor the progress of work for timely completion of the projects and submission of necessary documents regarding utilisation of the grants ( i.e. UC).

Libraries :

Public Libraries, Govt. Libraries, Private Libraries, Libraries run by NGO/ Voluntary Organisations, National Library, Institutional   Libraries, School and other Academic Libraries and Libraries under MOC.

Network , Hosting/ Cloud Services Partner :

National Knowledge Network (NKN) will be responsible for providing Network Connectivity & Services to the Libraries. If NKN fails to provide network connectivity, NICNET connectivity will be provided with leased line through BSNL/ MTNL. NIC will be the technical partner for providing various Cloud Services and hosting of NML website & also for hosting of NVLI.
